Job Description:
Description The Mount Prospect Public Library is seeking a
skilled Finance Manager to lead and oversee our financial
operations. This is a key leadership role responsible for managing
the library’s $11 million budget and ensuring strong financial
stewardship in support of our mission. As Finance Manager, you will
supervise a team of four, including a Staff Accountant, Bookkeeper,
and two Administrative Assistants, while guiding the organization’s
financial strategy, reporting, and compliance. SCHEDULE :
Full-time, exempt. 37.5 hours per week. SALARY: $74,000 to 92,000
annually is the salary range (depending on skills and
qualifications) BENEFITS Medical, dental, vision, and life

PURPOSE: Under the general guidance of the Executive Director, the
Finance Director is responsible for directing overall fiscal and
business practices of the library, including providing general
administrative resources as needed. Ensures the Library maintains
and adheres to stringent financial control protocols. This position
involves working closely with department heads, outside vendors,
the Library Board of Trustees, administrative, managerial and line
staff and staff at the Village of Mount Prospect. Manages
department staff, which includes various accounting and
administrative roles and support positions. Oversees all accounting
operations, the preparation and maintenance of all financial books
of record and reports. Creates, monitors, and enforces internal
controls and processes to protect the library's assets and ensure
compliance with all federal, state, and local laws and regulations.
Helps develop and implement purchasing and accounting practices,
cash handling procedures and reporting standards to optimize fiscal
operations and efficiencies. Ability to implement administrative
and board policies. This position is a member of the management
team. SUMMARY OF DUTIES: This position comprises of the following
essential duties: Finance and accounting (approx. 80x%) Supervision
and administration (approx. 20%) Other non-essential job duties may
include various department tasks. JOB RESPONSIBILITIES Finance and
Accounting Prepares monthly Financial Reports for Library Board and
public distribution. Includes consolidated and individual reports
for all funds, including but not limited to: Library, Working Cash,
Capital Projects, Gift, and Debt Oversees the annual audit process,
provides required schedules, and reviews financial statements
prepared by the auditor Assists in the preparation of library
surveys (IPLAR, PLDS) Oversees fixed asset records and calculates
annual depreciation Prepares and files government reports Develops
annual expenditure and revenue forecasts Prepares adjusting journal
entries as required Maintains key information needed for management
decisions Monitors cash flow and directs and approves transfers as
needed Maintains accounting software (i.e., reporting structure,
account set-up, and budget data management) Works with Executive
Director and library leadership to develop annual operating budget
Develops annual levy and appropriation budget Ongoing monitoring
and analysis of expenditure and revenues Attends and presents
financial position at Board meetings as requested Creates and
implements financial procedures and financial policies Collaborates
with Library's leadership on process improvements Reviews,
recommends, and implements approved investment policies and
strategies Responsible for ensuring adequate bank balances, credit
limits, and related collateral requirements Performs review of all
disbursements Supervision and Administration Supervises, trains,
and evaluates staff as well as conducting regular meetings with
direct reports Schedules work and maintains adequate staffing
levels as established or directed Monitors and approves the time
and attendance records for department staff Participates in the
recruitment process and evaluates candidates for employment Ensures
training plans or programs are established and followed Establishes
standards of work performance and manages individual performance
accordingly Recommends any employment action for department staff
Encourages and solicits staff feedback and responds appropriately
Determine budget needs and operate within defined budget
limitations Administers financial aspects of grants received by
Library Oversees document retention process Serves as primary
contact for property and liability insurance, including claims,
renewals, and Certificates of Insurance Assists FOIA Officer when
responding to FOIA requests, completes annual FOIA training Works
with appropriate department heads and staff to assist with
researching and planning to purchase equipment and service plans
and evaluating the best options for purchasing and negotiating
contracts. Responsible for obtaining and negotiating
contracts/service plans including, but not limited to, the area of
telecommunications, natural gas, accounting system, etc. Develops
bid packages and contracts, manages bid process and contractor
selection working with department heads, architect, or contractor
as appropriate Other Attends appropriate meetings, workshops and

Qualifications EDUCATION, TRAINING & EXPERIENCE B.A. degree in
finance, accounting or business required. A minimum of five years'
accounting experience in a public sector or non-profit organization
is required. Experience in tax-supported governmental funding and
budgeting and payroll is required. Supervisory experience and/or
directing workload and tasks is required. Experience with modern
web-based commercial fund accounting software desired. KNOWLEDGE,
