INTRODUCTION:
The City of Racine is seeking an experienced, collaborative, energetic, and innovative Youth Employment Coordinator to continue the City's efforts to implement youth employment programs in partnership with City departments. The Youth Employment Coordinator will work with city departments to help create and promote internships, mentoring, job shadowing, and other opportunities for the City's youth to experience and be excited about the wide array of career paths possible within the City of Racine.

POSITION PURPOSE:
The Youth Employment Coordinator will be responsible for leading the summer's Youth Employment Program, outreach, and recruitment of City youths to fill positions, building community partnership as a pathway to employment with the City. The Youth Employment Coordinator will report to the Equity Officer.
This position is grant funded and has full benefits provided by the City of Racine.

Essential Duties
ESSENTIAL DUTIES:

  • Responsible for promoting and monitoring all aspects of our summer Youth Employment Program and creating opportunities throughout City departments for city youth to gain meaningful work experience.
  • Work with City departments to find and create supervised summer youth employment placements.
  • Work alongside the Marketing Assistant, designing and distributing outreach materials and social media campaigns to promote youth employment opportunities.
  • Forge connections and partnerships with local youth-serving organizations to encourage their participants to apply for the City's summer youth placements.
  • Recruit, interview, and oversee the selection of candidates.
  • Data collection and analysis
  • Work alongside the payroll department for all payroll and accounting needs
  • Implement programs consistent with the City's objectives in diversity and equity planning.
  • Work with the Human Resources Department and other Departments as necessary to connect City youth jobs participants and other City youth into City jobs pipelines.
  • Identify and assist in the preparation of youth employment grants to bring in additional resources to strengthen these City efforts.
  • Participate in regional, statewide, and national youth employment learning opportunities and collaborations to identify and bring best practices and innovations to the City of Racine.

  • Ability to work on multiple tasks.
  • Ability to complete time-sensitive tasks with many interruptions such as phone calls and questions from employees and the general public.
    Qualifications
    MINIMUM QUALIFICATIONS:
  • Bachelor's degree in education, communications, public administration or related field from an accredited college or university
  • Minimum of three years' experience in workforce development, working with youth/young adults and job coaching and skills training.
  • Experience in recruitment to fill positions or recruit volunteers for an organization, non-profit, or campaign. Equivalent combinations of education and experience may be considered (i.e. Associate's degree with a minimum of 5 years of related experience)

  • Demonstrated experience building community partnerships to meet recruitment goals.
  • Experience working with a diverse set of stakeholders.
  • Experience working in a fast-paced, high-profile environment.
  • Excellent interpersonal and communication skills.
  • Clear understanding of the need to integrate equity principles into an organization's hiring, retention, and inclusion policies and practices.
  • Experience using data and performance metrics to measure programs, projects, and initiatives at organizational-wide and departmental levels.
  • Track record of building relationships with diverse employee populations.
  • Skilled decision-maker able to identify and understand issues, problems, and opportunities.
  • An accessible, approachable leader.
  • Ability to communicate messages and presentations skillfully and effectively to stakeholders clearly and concisely.
  • Demonstrated skills in group facilitation and experience working collaboratively and successfully with staff who hold divergent opinions or viewpoints.
  • Ability to serve as an internal resource, working collaboratively with multiple stakeholders.
  • Knowledge and ability to lead people through a change process.
  • Ability to collect, analyze, and utilize data and provide clear, accessible reports.
  • Strong attention to detail and high level of accuracy.
  • Strong time management and organizational skills with the ability to prioritize work and meet deadlines.
  • Basic proficiency with a variety of computer programs including Microsoft Outlook, Word, Google Docs, Excel, and PowerPoint.
  • Effectively manages multiple, concurrent priorities with minimal supervision.
  • Strong skills to successfully implement, and lead projects from inception through completion.
